That depends on which version, they typically range from $200-$260. The Zotac's are generally the cheapest but also have a short non-transferable warranty.

No it is not, you can buy a brand new GTX 1660 Ti which is a better card than a GTX 1070 (not Ti) for 260 USD

A 1070 Ti is slightly faster than a 1660 TI by a very slim margin and you should check your used prices. $85 to $150 are what 1060's go for and this is 2 to 3 cards above that depending on which 1060 you're looking at.

I would not pay 225 USD for a card used for two years. I would pay 35 USD more, and buy GTX 1660Ti. As you mentioned it might be already out of guarantee.

Sellers put a price, buyers agree or disagree, or ask for a discount. I would not pay more than 150 USD.

Another card to consider might be the recently released 1660 SUPER, which performs just a little below a 1660 Ti with prices starting at around $230-$240. Sure, it will generally be around 15% slower than a 1070 Ti, but it will be new hardware, typically with 2-3 years of warranty coverage.

I guess $225 probably isn't bad for a used 1070 Ti, consider its performance is nearly at the level of a 2060 in most games. At this point, it probably wouldn't be worth paying much more than $300 for a new 1070 Ti though, considering a 2060 is a little faster and includes some new hardware features, with multiple models currently priced around $320-$330. So, figure $225 to be not much more than 25-30% off what that level of hardware should currently cost new. That could potentially still be a reasonable gamble if the card is in good condition and you end up not needing the warranty though.

It's probably worth pointing out that while a 1070 Ti is arguably not worth much more than $300 new at this point, supply of new cards is limited due to it being a last-gen product that hasn't been manufactured in a while, so the prices you see online for new hardware are likely to be marked up well over the card's actual value. Most of the new 1070 Ti's you see online are priced around $400-500 or more, which is hilariously overpriced considering you can now get significantly faster hardware for less.

If the value of a 1070 TI was $150 who in their right mind would pay $254 for a 1660 TI? Those cards perform nearly the same and that would make the newer card such a waste of money.

When your building around a $600 or below budget and you can save $35 to apply to something else... like the CPU or power supply then why not. Major brand 1070 TI still have warranty left that can transfer long enough to consider a potential upgrade down the line.
