I found a PC shop near me that specializes in wholesale computers meant for internet cafes, but they do retail as well with pretty darn attractive prices.

I found one system in particular:
i5 4590
H81 MoBo
8GB DDR3
500GB HDD
GTX 750ti 2GB
Cheap case w/ PSU
windows 10, monitor, mouse, mousepad, keyboard, headset, & UPS all bundled in

for $280 total. I figured I'd chuck an SSD in there and maybe replace the PSU with an at least 80+ one down the line. Should I pull the trigger? Is this a smart choice/good deal? I mostly play eSports titles and youtube benchmarks show me it can handle them no biggie.

IMO not really. The 750ti can be found for around the 30USD now and with the 4590 you are stuck on an old platform with no upgrade possibility other then an i7. I would rather spend 280 towards a new system, even a lower end Ryzen build would be a better investment.

Is it possible to fit a new Ryzen system, all peripherals, and windows 10 into a 280 or less budget? I've
been trying on PC part picker for a bit, but it'd always go a bit over budget which is no bueno for my financial status (I'm already well above my original 250 ceiling).

Also - if you're going to replace the PSU and add an SSD, I guess the question isn't whether $280 is a good deal but whether ($total price) is a good deal :) Versus whatever you can self build from used parts as above
