Solution

Aha Seasonic SSP GT - that's why it runs, I've seen tests which showed it actually often run better than 350W and Seasonic are typically excellent PSUs.
Whilst I'm much more assured knowing it is Seasonic, I would also make the note that it is a discontinued product of theres, and I would suspect out of warranty (5 years?).

What I would add however, is I believe the SSP 350W does not have any direct PCIe connections, so I would suspect your seller is using adapters, which is never a good sign.
Using adapters...
What make and model PSU is it exactly?
More than likely no, you'll probably want a 450W at least - but a good quality one.

The RX470 can pull 120W - so a poor quality, low wattage PSU probably won't have the appropriate quality 12V rail.
Remember, it's the 12V rail that supports the GPU, not just the overall wattage.

If it's a good quality one, it might be fine. But 350W isn't much headroom for a RX470 plus CPU.
if it is a bad quality one, it will run, then when it blows, it could take the RX470 with it.

If he can tell you it's "Gold" but can't tell you the brand, The seller is highly suspect.

Friend of yours or some random guy you just met?

Get the PSU make/model from him.

Using adapters (especially on GPUs) is usually a sign that the PSU wasn't made for that purpose.

Can you please tell me how to check if he is using adapters? And should I buy the pc and replace the psu with a 450W one? And will I be able to overclock the gpu if this(350 W) PSU work fine without overclocking?
And thanks for helping me out.

You won't know unless he tells you - you'll have to ask.
Again - 450W will be fine, as long as it's a good quality 450W. Not just any 450W.

The Seasonic one I saw on the picture in your link is good quality, just not really made for that purpose from my understanding.

Will I be able to overclock the gpu with this psu? I am asking because I don't know if overclocking need more power

Overclocking does require more power.

Personally if my understanding is correct on the model (Seasonic SSP350-GT), I wouldn't overclock with it, because it isn't made to do so.
@jonnyguru might be able to shed more light on it.
Thanks man appreciate your help. Just wanted to ask last question.
If the PSU is to blow will it blow immediately after running a game or after an hour or two?

NO, don't buy it.

That PSU he is using doesn't have any PCIe connections so they have an adaptor connected. 🙄

And the build looks like it was just thrown together with anything they could find just to sell it.

It's shotty to say the least.

If they were giving it away for free it might be worth getting a new case and PSU.

@jankerson @PC Tailor he sent me these pics of fps with the PC he is selling
https://pasteboard.co/Ind7DpV.jpg

And he told me that there is a software which tells how much more your PSU can handle and that software says that 1tb of more hdd can be inserted
BTW the price of this in usd is about $290
He has used it for 7 months and now selling to buy an upgraded pc

And I have a bridge to sell you in NYC. 😉

Look elsewhere.

That PSU is seven years old. See the "12" in the serial number? That means "the year 2012".

This. Old PSU without PCIe cables using Molex to PCIe adapters to power the graphics card (you can actually see the adapter right above the RAM in one of the pictures.

Sloppy build using cheap and old parts. DEFINITELY not worth $500 USD (I did the conversion).

Very sloppy crap build using old parts as I said, classic ripoff that is seen way too often these days.

Likely got all the parts from who knows were and just slapped it together trying to make a quick buck by ripping off whoever buys it. 🙄

It's for about $290
I think you accidentally changed INR to $ instead do PKR to $

You know I am real tight on budget. I am a student and don't earn on my own. Somehow saved $290 and want to play AAA titles at good fps.
My parents are not willing to give me money for buying a pc just for playing games. That is why I am going with this one.
