Is 4 ms on a 4K ips monitor good for gaming?

I don't think a single 980 Ti would deliver a great 4k gaming experience. Rather I'd go for a 1440p 144Hz monitor. That way by turning down the eye candy you can get very high frame rates which can be a nice advantage in competitive multiplayer.

response time is really subjective. IMO anything less 6 to 8ms is good, still noticeable, but only when you're really looking for it. I agree that 4k gaming might be out of range for a single 980ti. But I would go with a 1440p ultra wide monitor.

It's also not reliable like other monitor specs. They will say best possible when average will vary from monitor to monitor. 5ms is not equal to another 5ms monitor.

Also, when it comes t monitor response time, how much of a difference does a few milliseconds make when you consider the reaction speed of most people?

Because you see faster than you can react. Response time has to do with ghosting, how fast the pixels change color. You could consciously notice a flash of light that is 4 ms. Remember the spec is best time, average will be higher. Usually one stating 5ms shouldn't get too high on average and have ghosting issues but you should always check reviews. Tftcentral is the best monitor reviews but they can't possible have all models so most of the time you just have to go by what other users say.
