Question Is 400W power supply enough

Can 400W power supply be efficient for this configuration:
CPU: Intel Q8300 Core 2 Quad
GPU:9800 GT 1GB
RAM: 2 x 2 GB DDR3

I'd be leaning towards a dead short from either pinched wires or contact with the fan pcb and case as that rats-nest of a wiring job looks crammed around the mains. It may be the back side, and out of view, but that's no excuse for that level of complacency.

And a decent PSU with properly set OCP would have never allowed that to happen.

Just goes to show, a good PSU can prevent things like that.

Looks like a fan controller perhaps?

Too many splitters. And the splitters weren't UL 94 rated (flammability rating) either. Just cheap plastic. there was a short, but because of the high resistance from the additional wire length and additional connectors (the splitters), the PSU's SCP didn't see it until it was too late and the fire already started.

I had a fan splitter included with my NZXT S340 that caused my PC not to start. When I removed it the PC worked fine.

I kept rmaing CXMs over and over again. In reality, I assume the CXMs OCP tripped from the faulty splitter and prevented the issue.
