It doesn't much but for 5 dollars, it's a good deal. Plus, Sapphire is a better card overall, so you are better off with a Sapphire card. Hope that helped! :)
Just a extra note but its always good to think of things in percentages. The 40mhz means the sapphire is 4.65% faster than the xfx. The cost is $5 which is a 2.85% difference. So for a 2.85% in price you theoretically get 4.65% more performance.

No! That is a misleading information. Clock speed is only one aspect of a video card so its not going to give you 4.65% more performance it will only give you that much more clock speed. There are so many things to consider when buying a new graphics card.
 
I did mention theoretically and it is considering cards that are almost the same in other regards
Its like saying a CPU clocked at 1.1ghz is 10% faster than if the same cpu is clocked at 1ghz. There are other restraints to performance like memory bandwidth, pcie neadwidth etc.

Not the best example to support my thoughts but here we have a card that is clocked 10% faster and it is giving about 8.7% more performance in most resolutions. It is not a perfect co-relation between clock speeds and performance but there is a high co-relation in most cases
