Question is 41°C Temperature Normal for External HDD on Idle?

Hi, I have two Western Digital storage, One is a 4TB Blue Internal and one is 2TB External Element.
I installed Western Digital Dashboard lately and in dashboard I see my 4TB internal temperature is 25°C to 27°C on IDLE while 2TB External drive is 40°C to 41°C on IDLE.
I feel my external drive became very slow lately sometimes when I copy something it starts at 60MB/s and drops to 10-20MB/s in 1 minute.

Is 40°C normal for external drive at idle? I ran all the health checks and all were good but I'm worried, Is my drive failing?

The slowness may be due to SMR. SMR drives will slow down during sustained writes because their CMR cache fills up and needs to be flushed.
