is 450 watt psu good enough

is 450 watt enough ? i have a pc consists of i5 3470 , 8 gb 1600 mhz ram 750 hard and a 4gb rx 550 gpu

I wouldn't use a HP PSU either. Almost anything out of a prebuilt will be low quality. Look for something like this, as it will be of decently high quality, at a very low price. also keep in mind that the Rx 460 or GTX 1050 offer significantly more performance than the Rx 550, for a very small premium.

Yes. Way more than enough. The combined TDP of your CPU and GPU is only 127W (77W + 50W). Add another ~10W for the hard drive, ~3W per RAM module, and ~2W per fan. You'll only use around a third of that 450W PSU at full load.

Depends. Some of thermaltake's PSUs are of very low quality. I would suggest getting an EVGA 400W (W1 series), or EVGA 400B/BQ/B2/B3. If you already have it post the model number to this chat, and we can check if it is good. Often it's not about the wattage, its about the quality.

Hard to say. Because that is a prebuilt power supply, so there is little to no information on it. My advice would be not to risk it (thermaltake does not have the best reputation in terms of budget power supplies), and grab one of the aforementioned EVGA or Corsair power supplies.
