My current specs :
i5-9400F
XFX RX 560 2gb
2x16gb Corsiar Vengence DDR4 (Clocked At 3200mhz)
450w Evga Bronze PSU
And A MSI H310M Pro-M2-Plus

So I Was Thinking Of Upgrading To A 5500 XT, A Used GTX 1070, Or A GTX 1650 Super. Because 2gb of Vram wasnt gonna cut it! I dont know which one i can run at the moment, but i was wanting to get the 1070. I just want to know the best gpu for 2020 that is good for a 450w PSU. I am going to be doing 900p gaming, and be about 100% utilization. My Budget Is Below 200. Any Recommendations?

PSU supplies 420W on the 12V rail. CPU draws 150W during p95 small FFT, +35W for the motherboard, ram, fans, leds, periferals. 185W total. That leaves 235W for GPU.

5500XT in games draws about 180W, and in furmark draws about 215W.
1070 draws about 290W in games and 270W in furmark, so that's out of the question.
1650 Super draws about 100W.

So I highly suggest the 1650 Super, as the 1070 is way too far over, and the 5500XT is cutting it close for such a mediocre unit. I do recommend that you upgrade your PSU to something higher quality, since 450BT has quite a few issues:

There are a few good options
For budget, a Corsair CX or CXM unit would do nicely (just make sure the label isn't green. Green label CX's have worse quality.). Get a CX450 if you do want spend the least amount of money, or a CX550M if you want to have headroom to upgrade to a better card. A CX550M should easily handle anything up to a 2080 Super.

If you're willing to spend more, get a Corsair RMx, EVGA G3 unit or a Seasonic Focus Gold. All of them should last you a long time.

The card won't draw that much.... my current 1080ti draws around 300W, but a 1070 doesn't come close to that. A real figure would be 200W(in extreme situations) or less.

Read the article again... 149W was the total system power consumption, not only the CPU. 9400f power draw should be under 100w.

The PSU is not of the greatest quality, but it won't set your PC on fire either. I think the 450 bt will handle a 1070, but would be recommended that you'll change it in the future.

Sorry i forgot about this thread... So should i buy the GTX 1070? Cause i dont have enough for a new psu right now

As I said earlier... you can buy the 1070 and run on your 450 BT for now.
I'll recommend saving up for a new PSU and replacing it in the future. A 550W great quality unit will be enough.

PSU Recommendations: Corsair RMx or TXM, Seasonic Focus Plus, Superflower Leadex III.
 
That draws less than the 1070 as well

It doesn't... the RX 590 draws considerably more power.

RX590 power consumption

The 590 draws 240W during gaming, while the 1070 will be only at 160W. That's almost 100W more.
From where are you getting those numbers, because it is well known that polaris cards are power hungry.

@Alt F4 Just don't. With peaks up to 300W the RX 590 will get your PSU really close to it's limits. If you want to get a 590 a PSU upgrade is mandatory I'm afraid.

The 1070 would be the limit when it comes to your PSU in my opinion... it'll be faster than the 590 too.
