Depends on the rest of the parts and the Power Supply a lot of the cheap ones can't put out what their rated for.

A lot of the cheap ones with 2 rails use one for the CPU and the other for the regular PC 12 V rail.
My answer still stands it depends on all the parts used and model number of the PSU you have.
The GTX 950 has a TDP of 90 Watts so 7.4 Amps.
