i am curious if i can have a better performance by changing my 2x8 RAM to a 4x4 3200MHz

Here are my specs
GTX 1660ti MSI Ventus OC 6GB
AMD R5 2600x
16GB DDR4 RAM 3200MHz 2x8
Windows 10 64-bit

All else equal, with your setup you would be better off with a pair of RAM sticks, not 4.
As you add more sticks you run into more load on the memory controller slightly reducing overall performance.

That video uses a motherboard and processor that supports both dual and quad channel RAM, yours only does dual channel.
With their setup the quad channel configuration is a better option, yours is not.
