Yes. Idle temp of 60°C is bad. It should be closer to 30-50°C depending on ambient temps/case temps.
Check the other temps in the case. If the cpu looks normal, there's something up with the gpu. If the cpu at idle is also close to 60°C, you have a serious airflow issue or you have the pc sitting on top of the rooms floor heating vents.
Most newer gpus that'll have a semi-fanless mode won't even turn on the fans until the gpu hits somewhere around 65°C, so 60°C is more than good for heavier gaming temps.
