Question Is 60-80% GPU usage normal?

In games I am currently experiencing problems where my frames are low but my gpu is not responding by increasing usage. This is especially noticeable in warzone when my frames drop at low as 90 FPS at 70% gpu usage. This also occurs in other games too so it’s not a game dependent issue. My Nvidia control panel is optimized for performance and so is my windows power plan and my in game settings. I run my games at 1080p. Any one have any idea what the issue may be?

Specs: Ryzen 5 3600, RTX 2070 Super, 16gb Gskill 3000 mhz ram, Samsung 970 EVO Plus 500gb m.2 ssd

I don't think there is a way of showing my ssd usage through MSI Afterburner but I watched it on my other display in task manager and it varies anywhere between 2% and 30% while playing warzone.
Something to note is that I hit high GPU usage only in the beginning cut scene before each game and not any other time.

very similar issue with my system as well
I mean don't get me wrong it performs very well but I expect more of it
my CPU and GPU usage ranges from 60 - 70 % with 90-100 FPS in BFV
