CPUs and GPUs will only draw as much power as they need. You cant "overpower them". The FX - 8350 is only a 125 watt part, so to figure the amperage it would need the math is watts/volts=amps. 125/12=10.4. So your CPU will only pull 10.4 amps at max load. Of course you need power for the board ram and drives, but you get the idea. If you do not have a GPU a 250 watt PSU would be perfectly fine in that computer and have absolutely no impact on the CPUS speed or ability to load programs.

Check the PC for viruses. Changing the PSU cannot make it slower, but a virus can.
