Although true, I wanted to see if he was implying a 600w of a certain efficiency was more expensive to run than say a 500w of the same rating, which obviously is misinformed.

Yes that is my PSU and i had one of my friends who is an educated IT administrator look it up and apparently the amps on the 12v are not enough so i will be getting a new PSU and he guided me with it

Your IT admin friend better go back to hitting the books. A PSU with 72 amps @ 624W on the +12V rail(s) is more than sufficient for that 165W card and the rest of the system. But do as you want.

Yes thats correct with 72 amps but he says it could blue screen because of something to do with the 6 and 8 pin connectors and i have more than enough money to spend

Does your PSU have 2 x 6 pin connectors? If so, there's no problem. The new Maxwell-equipped 9-series of cards are very low wattage for the amount of performance they generate. The GTX 980 only uses about the same amount of power that the older, slower GTX 760 uses. 165W @ +12V = a mere 13.8 amps. You could almost run 2 of those cards on that 600W PSU.

What the heck is that? You earlier posted a screen shot of your PSU's nameplate that listed 4 x 18A (+12v) rails that can support a capacity of 624W. But even 52A is sufficient. (624/12=52) The individual rails will always be rated for more than their total. That's why 4 x 18 = 72, but 72A x 12V equals 864. You always use the total wattage as the final specification if all rails are fully loaded... which in your case they won't be.
