I just ordered a cheap 64gb ssd to boot my Windows 7 Ultimate from it. My question is, will there be enough space after installing windows that I can install CS:GO into the SSD aswell? It's a 64bit windows. I have 8gb ram if that matters.
My base Windows 7 version is 35.4gb and the Ultimate should be around 51 or something like that. If it's JUST CS:GO it should be fine.

The issue is that above 80-85% usage a SSD begins to severely slow down. If the OS takes up 50-55GB of the SSD after updates you won't want to put anything else on it to avoid reducing the SSD performance.

What if I upgrade to Win 10? Does that take less space?
It isn't advised to put anything other than an OS on a SSD 120GB and under, so 64 is really cutting it close. Windows 10 has rolling automatic updates, which steadily increase the amount of storage the OS needs.
The best thing to do is put the game on your other HDD and not have to worry about it.
