Is 650 W enough to overclock an i7-6700K and run a stock clocked MSI R9 390X

I am purchasing some parts for a computer build, and I am curious if 650W is enough to overlock my CPU and keep the GPU and the stock clock. My power supply is a EVGA SuperNOVA NEX 650W 80+ Gold Certified Fully-Modular ATX Power Supply and the GPU is a MSI Radeon R9 390X 8GB Video Card.

That's a poor quality power supply. The ripple is out-of-whack on them, and the capacitors are not the type one would desire in a unit that longs to meet higher expectations with a steep price. I would not run that combination on that poor quality PSU, but spec-wise the PSU is sufficient.

If your PSU was a lighter load, then it'd be fine, but it can get near 650W and the 5V ripple is not good. You can run it though, you can.

Issue being that this power supply is purchased, not the CPU or the GPU yet. I had someone else suggest that power supply, and with the information I have now; sounds like I shouldn't have purchased it. If I return it, I would be out some money. I will build with what I have and upgrade to a better one, when purchasing the new pascal GPU. Thanks for your input.
