Is 650w enough for my setup??

I have a choice between Cooler Master G650M and Cooler Master B700. Which of them is best and suits best for my setup??

Intel Core i5 4690k
Sapphire Radeon R9 280x 3GB Toxic
MSI Z87-G45 Gaming
Corsair XMS3 1333MHz 8GB RAM
One DVD Writer
2x Seagate Barracuda 1TB 7200RPM

And BTW, how is my build?? (It is a budget build)

Edit: if you only have those 2 choices, then go for the G650M. Understand, I would NOT overclock on that PSU.

If you can't, then I'd get this one even though it's a 550w, it will still power your build, good quality and you can do some overclocking with it. It is 100 less than the G650M too.
