The recommendation from Nvidia for this GPU is 550 watts so it's best not to get below this. Short and simple answer is that Yes 650 watt Power Supply is more than enough for the RTX/TI 2060 .

A good 650w PSU is usually more than enough for a system with a 2060S, can't be certain though as all you listed was the GPU and the PSU has to power the whole system.

A poor/low quality PSU could leave you with a smoldering ruin.

Right now all I want to know for now is how much over is it on the rtx 2060s and if I need more help I will come to you as I believe you are probably more experienced
About 150-175W max for the RTX2060 alone, depending on version and factory overclocks.
Assuming the rest of your system is not very demanding; A brand 650 watt like yours is excellent for your GPU as NVIDIA stated.
