Is 650w enough?

DDR4 didnt show much improvement over same frequency on Haswell boards . With skylake its a different story. Plus DDr4 prices will be cheaper in future and ddr3 will become expensive. Besides , skylake supports 32Gbps PCIe ssds which will be the biggest boost in day to day performance. If you want to use your PC for just a year , haswell will do , but if you will use it till end of life, you will end up regretting buying an older generation. Since every new technology will be out of reach for you.
SKYLAKE is worth the price increase , just not worth to upgrade from 3rd or 4th gen intel systems in my opinion.

Yes 650W is sufficient . Without the graphics card active your system will consume around 150W peak. While gaming the consumption will go up to 400W , So you will be in 60% range of max output and at max efficiency . Just buy a good seasonic or evga one , and atleast a silver one if you want to overclock. Besides any reason you are buying haswell system when skylake is out??

That power supply will work just fine, upgrading to Skylake does not give hardly any performance difference and to me not worth spending the extra money on.
Change your memory to a 2X4GB set instead of a single stick.
That processor also runs hot at it's turbo speed of 4.4 you really need to add a decent aftermarket CPU cooler.

Since Skylake only accepts DDR4 memory, which is pretty pricy, and i have to get a mobo with a skylake socket, pretty price, and a mobo which supports ddr4 memory, pretty pricy.
or am i wrong?

Im from the Netherlands, but i thought Skylake only supports DDR4 ram, but ddr4 ram is pricier than ddr3 ram isnt it? I'll wait for you ;)

Could you be so kind making a partlist (about 900 dollars) for me with a skylake i5/i7?
!!micro atx plssss!!

Skylate is not worth a price increase their not much difference in performance. Unless you can get the same either i5 or i7 really close to the same price.

The DDR4 memory is a nonfactor, you can buy fast DDR3 and get the same results on the memory.

This will be a pretty good build . If you really want some heavy processing power skip the skip the 4 core i7 and go straight to 5820k and x99 motherboards which give more bang for buck. For gaming 6600k is sufficient. It costs 30$ more than your picked parts. If you go with i7 6700k it will cost 150$ more than your build.

There arenot really much differences , in motherboards, in zseries , the only feature worth noting is just SLI enabled or not. If you have the budget definitely go for it. It has SLI.
Haswell wont cut it , since by the end of next year , ddr3 ram will be obsolete since manufacturers are already shifting production to ddr4 and sata SSds have reached their end of life and companies are working on PCie storage majorly . Besides you get a native type C in your motheerbaord , faster transfer rates to your type c phone when you buy in future.
