Hi I have these parts:
i7 4790k
2x8GB DDR3
Corsair H80i water cooler
RX580 8GB gpu
1x ssd, 1x hdd

I plan to play games and overclock. The only PSU at reasonable price I can find these days in UK is Corsair RM650x at £96. Is it overkill for me setup or is it going to be ok for now and future gaming builds?

The system you listed would require a good 550 watt model, so 650 watts is not overkill and gives you just a bit extra. The Corsair RM650x is an excellent power supply. You made a good choice.
