Is 70c - 75c a good temp range for an overclocked i5 3570k to 4.4ghz under load?

Depends on what the load is. If stress testing, those temps sound good. If gaming, I would say that they are a tad warm.

That is the spec for Tcase, which is significantly cooler than the cores he is monitoring. Tcase is the temp of a thermocouple inserted into a groove machined into the top of the IHS. This is very different from a core temp.
