I plan on using my current PC which includes a gtx 970 with a 720p monitor. I do not care about visuals, just performance. Am I going to get a much higher frame rate using this monitor as opposed to 1080p?

Short answer: Yes.
Long one: Why in the heck would you buy a GTX 970 for 720p, that's quite ridiculous. It can max almost all games on 1080p, and that offers quite more eye-candy..... You're basically going to be playing on Medium settings .
the monitor I own and not the PC. my question was whether there is a big difference in framerate between these 2 resolutions. just that some people say that this card is built for 1080p, which gives me an idea that there isn't.
