Question Is 750W PSU & MSI Z270 m3 Gaming compatible with RTX 3080?

I got some questions;
  1. compatible with RTX 3080 ?
  2. i have GTX 1070 can i make them work together ?
  3. and what do i need for not having problems in future ?

1. Yes, you can put an rtx 3080 on a board from 2008 and itll work just fine, with just being speed bottlenecked by the old cpu. As for the psu, as long as its a good quality unit, the wattage is enough, even with a good cpu.

2. If youre talking about SLI, then no. only the 3090 has SLI support (3080 does not), and SLI is only possible when 2 cards are identical. (meaning 3090 with 3090 and 1070 with 1070.)
If youre talking about gpu passthrough, for a vm or something, then yes.

3. what kind of problems?
the best cpu in that motherboard is an i7 7700k, which is still okay for gaming, but is pretty slow with only 4 cores in this day and age, so it'll probably be a bottleneck in a few years.

I have i7 7700k on Z270 and thinking about upgrading 1080Ti to 3080, I'm interested in CPU bottlenecking. I looked at many tests online and they all point to 0-10% difference in frame rates between 7700k and 9700k. Most games are in 0-5% range FPS loss, very few offer 10% penalty. I'm not keen to upgrade mobo+CPU+RAM for 3% gain in framerate (I'm super happy with my setup at the moment), hence my question: is your assumption on CPU bottlenecking based on specific tests/scenario (can you link or elaborate on them) or common sense opinion?

On a side note I'm underwhelmed with new CPUs performance gains over previous generations. 4% performance gain between 7700k and 9700k:
