is 78-79C temps with max of 80 an okay temp for a gtx 950 while gaming?

You should be marginally fine, just keep an eye on that so it doesn't exceed 80, you'll have issues at mid-80's and above. You can also create a custom fan curve if you don't mind some extra noise.
