Is 82 Degrees (C) too hot for a GPU on load?

When im playing games like CS:GO, Black Ops 1, mid-high GPU demanding games, my GPU sits around 80+ degrees (c), i always have to turn the fan speed up to 44% or more for it to lower to about 74 or lower.
Is 80 degrees at load, normal?

Solution
Yes, just dont let it hit 85, as nvidia gpus will throttle at that point. AMD gpus survive a bit better under heat, still wouldnt go above 90 for them though. Personally, I would deal with the extra fan noise for better cooling.

My card is an 'MSI Radeon r7 360 2GB OC'
sorry, mine is an AMD, so do you think about 88 degrees is where i need to let it cool down?
