when it comes to ram, is a cas latency of 9 bad for gaming?

The RJ Z series is a very good one, GSkill is the leader in the DRAM market and unlike some still doesn't add to the price for their name or quality. This is a large part of their success
Not at all, 1600/9 is basically entry level DRAM for modern rigs, if wanting higher performance and want 1600 can go to a CL8 or CL 7 set

High performance is generally looked at as

1600/7 1866/8 2133/9 2400/10 2666/11 2800/12 (and of course a lower CL with any is even better 😉

 
1866/11 is near same performance wise as 1600/10 (+ a bit better with the bandwidth) both are considered slowentry is 1600/9 then to 1866/9-10 2133/10 2400/11 a higher CL than those, you're better off dropping to the next lower freq and a +2 tighter CL

Sorry for bringing up an old thread, but I have a two-part question:

A) If 2400/10 is considered high performance, what is 10-12-12-31 considered in a 2400 mHz module? Is this CL 10 or CL 12? (I'm considering this module: http://www.teamgroup.com.tw/filterable_product/tabs_detail/data/en/9/537/zfKsFi.html)

B) If you rate something e.g. CL 10, what are all those other numbers? Some RAMs are listed with X-X-X, while some list X-X-X-X-X

CL10 on that set (10-12-12-31 is the base timings for the sticks) and is considered high performance for 2400, some 2400 sets are CL11, 12 - the other numbers are the remaining base timings, DRAM also has a number of secondary and even tertiary timings that 95% of folks have no idea what they are or do 😉
