Is a 400w psu able to power my rig with a Rx 460?

Intel Pentium G4400
Asrock B150M-Pro4
XFX RX 460 2GB (Stock Version)
8gb of DDR4 ram

My watt usage on pc part picker is 216W

Theoretically it would run your system just fine. However low quality power supplies are unreliable at best.

It also requires 1 nr. 6-pin PCIe power connection.

I would ensure that the 'old' PSU you want to use is a reliable brand first. Otherwise buy something new and of quality.

Tests have shown that the 4GB version of this card sips up to almost 180W under full load (!) - as it is factory overclocked.

I'm using the stock version so the power is drawn from the motherboard.

This PSU is very cheap and gets about 70% efficiency output. You should get a decent 450W bronze certified PSU.

What are the risks that I'm taking if I go ahead with using this psu to power my rig?

Label-wise your Cooler Master Elite Power 400W will be fine for your system setup.

theoretically a 400W psu is plenty if your rx 460 doesn't have the 6-pin connector, cpu doesn't use more power than your average core i5, and provided that your motherboard is reliable enough to pump out power. standard pci-e x16 slot provides 75W if i remember it right. Hopefully your psu is not old and reliable as well. I had a HD 7750 (which also uses about 75W) than doesn't use the 6-pin connector and it works great in my hp pavilion's 300W psu (with core i5 3330S)

no risks there, it´s just loud and consumes plenty of energy
not sure if it´s haswell ready, deactivate powerstates in bios if the pc reboots or randomly shuts down

Try it out, it should work with that PSU you have now, but if you want to be 100% sure to have no issues, you can get a corsair vs450w, theyre very cheap and more than enough for your system.

That's about a 180w system you have there, the rs400 is distinctly low quality but it absolutely will run a 460 with no problems.
