Is a 40GB SSD enough for winsows 7 in 2017?

Not even close the minimum storage should be 120GB for a boot OS drive.

Even 60GB SSD's are obsolete as a boot drive.

It won't perform very well because it will shrink fast and performance will drop as it fills up.


you can use the SSD to cache your harddisk , will improve the harddisk performance alot. This is the best you can do with your SSD.
 
You will get windows on it. It will run you may have to turn off hibernation and pagefile. and you will have about 10gb free after windows. I have a HTPC with windows 10 on a 32gb ssd running KODI. It works fine.
