Is a evga 450 bronze rated psu enough for a i3 8100 and msi gtx 1060 3gb??

You should be fine. Although maybe look at getting a better PSU, the low end EVGAs are somewhat junk. Better off with a Corsair CX/CXM or Seasonic S12II/M12II. Corsairs are usually the cheapest and on sale alot. Just stay away from the Builder models.

Yes, it should be enough.

However the performance on the 450w is pretty bad.
