Is a 450w psu enough for an oc rx 470 4gb of to 1300mhz core and 1850mhz memory

Gpu sapphire rx470 4gb (only has div-d)

Reason why I'm asking is I'm trying to put together my old phenom ii x4 820 rig for remonissnce and my current psu was part of that build

You merely mentioned the wattage of the PSU. What is the make and model of the PSU? The answer to your question is no.
