Is a 6-pin to 8-pin adapter enough to power a MSI GTX 960?

The card needs 120W of power.

So the provided 6-pin to 8-pin Power cable is enough with the power comes from the PCI-e slot? (75w+75w as i know)

Yes, it would be fine, as you said 75w+75w. I wouldn't use a 6 pin to 8 pin if it was a 200w card.

FSP Hexa 400w, it has two 12v rail with 17Amps each

Fx 6100, 1x HDD, 3x 12cm fan, 2x4gb ram 1333mhz cl9

I would get a PSU that has the 8 pin that is needed.

From a review I quickly looked at, that PSU uses one of it's two 12v rails exclusively for the PCIe cable, so it would be able to handle that adaptor just fine. For a cheap unit, it tested out ok.

The additional 2 pins on the 8 pin over the 6 are grounds. Not enough ground is a bad idea IMO but 120w isn't much power to worry about.
