Is a better CPU cpu significant to achieving better FPS

I just bought a gtx 1070 ti titanium and gpu and intel i7 4790 cpu. I bought it being confident at my minimum i could do 60 fps minimum (i used to do 26 minimum with old gpu) but i do 52 minimum 49 the lowest on 1080p ultra everything. Do i need a better cpu like a i7 8700k to fully utilize my graphics card and get the best fps because I've seen youtubers with same gpu and higher resolutions achieving 20-25 extra frames. One thing though is i check task manager and gta 5 never really uses more than 45 percent of cpu and gpu 100% all the time of course.
 


What are your complete specs? https://www.piriform.com/speccy We need to see the entire patient. The amount of eyeballs that comes through here is scary.

Are you comparing random gameplay or identical benchmark settings?

and i actually lied i use 64 percent in cpu on gta 5 at roughest points.

What's cooling your CPU? This user http://www.tomshardware.com/answers/id-3212429/cpu-gpu-performing-expectations.html had an obvious change in that benchmark with a cooler change.

I have a nice basic fan in my pc case and default mother board fan. My cores do max 71 degrees celcius.

Do you think it seems like i dont have my full potential. https://www.youtube.com/watch?v=k1dGwFOdFLI&t=657s If you skip to 7:30 minutes he stress tests the same gpu i have with no overclock and gets 210 fps and i get 165 thats really more than me. However he has a cpu with a whole 1000 megahertz more

Did you run the GTA V benchmark? He dropped down to the 40s as well. And then I saw the 1GHz variance in that stress test. That's the recipe for an apple and orange salad. Do you have the Nvidia Control Panel's Power management in the 3D settings set to maximum? Of course trimming the fat from background programs won't hurt, even with an I7 like that.

As far as potential is concerned I'm not sure. The other guy solved his low bench with a new CPU cooler but at 71C thermal throttling shouldn't be an issue.

What temp. does it get to with Intel's burn test?
http://www.majorgeeks.com/files/details/intelburntest.html Change the Stress level to Maximum. Times to run should be at 10. This is better than the smal FFTs in Prime. Depending on the version it can get way to theoretical to be helpful.

I'll try that in half an hour im doing my homework but i doubt replacing fan would give improvement on my benchmark my my pieces are performing above average but its not translating into fps on gta 5 its on a minimum of 49 at times (with everything on ultra) but i see people do 20+ fps same gpu with higher resolutions for. What should i do to get a 15-20 fps frame boost ? Would upgrading a i7 4790 to a 8700k due any good it would match the processors in speed of all the people with the same gpus that are overachieving me.
 


:D The YouTube link I offered showed your rig's equal. The overachievers may be those who have the CPU or GPU OCd. The Cryorig H7 is nice but idk if it'll fit in that case because I haven't seen the dimensions nor do I know if it's having any thermal issues which is why I wanted to see Intel Speed Test's numbers.

You have my apologies. I went to bed. In my defense maybe you should have used all caps for your Hey.
 
You're PC getting to 91C suggests thermal issues. With identical TDPs(84W) I don't see any reason why that 4790 is getting to 90C when I didn't surpass 81C. Ummmm Well, I guess having a 212 Evo on my 4690K helps. The Cryorig H7 has a slightly smaller footprint and it cools a bit better than the 212 Evo.

shows when I completed it. At 7.3" I think your case will accept the H7. Removing the heatsink/fan combo and reapplying the thermal compound might help like it did for this guy.

Okay perfect thanks I'll try the recommendation so a cpu cooler should give a little help with giving a fps boost. Is there anything else to get a couple frames up? Overclocking my gpu has actually helped a nice bit
