Is a Celeron D 335 powerful enough for a Radeon HD 3450?

I have a really old PC that I am trying to upgrade. My specs:
- Intel Celeron D 335 2.8 GHz
- 2 GB RAM
- ASrock P4V88+ motherboard
- Radeon HD 3450
- Noname 400W PSU
- IBM G54 CRT monitor
The problem is that when I'm trying to start up the system nothing appears on the screen. Not even BIOS. I recently bought the video card, before that I had a Radeon 9250. Everything works fine with the 9250 and I don't know why the system doesn't like the 3450.
 
The MB, ASrock P4V88+, has the AGP slot, you need the AGP8X/4X GPU, like the ATI Radeon 9250, but the HD 3450 is the pcie type GPU, they are nor compatible, that is why the pc will not boot. Forget about to put more $$ on that pc just use the ATI Radeon 9250.

No, the HD 3450 is the AGP edition from ASUS

I tried updating the BIOS, resetting CMOS and neither worked. Also I have no driver for the 9250. I would like to consider the 3450 being faulty as a last case scenario. Do you know anything I could try?
