Skyrim is limited mostly by your CPU. If you have any modern (Haswell or newer) Core i3 or any second gen or better Core i5/i7, then you should be fine.
Fallout 4 is a bit more complicated, but you should get near 60fps on lower settings.
Note that this is all about the 750ti, since the vanilla 750 is no longer available.
The 750ti is WAY stronger than the GTX750. The GTX750 is NOT very good at 1080p. The GTX750ti is decent at 1080p.
The 750 also doesn't exist right now, since Nvidia replaced it with the 750ti. (used to be you could get either, but for the last few months that's not an option)
With very big letters in a red box saying that the item has been replaced by a new version.
Face it, nvidia has replaced the card in question, and it was never as big of a performance difference as you are trying to claim. Difference between 60fps and not on fallout 4 1080p? maybe in some settings, but it's not like one card gets 60fps while the other gets 30
