Is a gpu needed for startup?

I have a system with no gpu and no integrated graphics today I tried to turn it on to see if it would work.
It flashed then shut down. I tried unplugging the 24 pin connector with a paper clip (careful not to touch it) and everything worked great. So I'm just wondering do I need a powered gpu in order for my system to actually turn on?

not to turn on but if you turn your computer on there will be nothing on the screen
