"Good"? No. Ok for 720p, maybe some low end 1080p, yes.

Personally, I'd look to the used market for a 750TI, R7 260X, R9 270 or 270X or GTX 760 (or better) before opting for a 1030 at retail price.

Yes, it's an option - but it's the 1030's modern direct competitor. Same rules apply: It's ok, but not great... and a pretty poor value proposition.

As for the motherboard, yes, any modern card should be compatible (although pairing an overly strong GPU with an A6-3650 isn't a great route to go).
