Is a GTX 1070 overkill for a 60 Mhz monitor?

I'm going to do my second build in the next month or so.

My budget allows a GTX 1060 6 GB and a second 60 Mhz monitor, which would replace the 32-inch HDTV that is currently being used as a monitor on my son's computer.

Or, I can get a GTX 1070, and just keep using the 60 Mhz monitor I already have. (Either way, I will bequeath my first build to my son, who is going to help me with this build.)

Is the 1070 overkill for a 60 Mhz monitor?

Well if you are using a TV for a monitor id definitely get 1060 and a new monitor as monitors have very low input lagg compared to Tvs. and yes 1070 is overkill assuming a 1080p 60hz monitor.
It is overkill for a 1080p 60hz screen, I own a gtx 1070 and had a ASUS 1080p 60 hz screen and the screen tearing was very evident with games that ran at 100fps @ 1080p so I had to turn on vertical sync for most of my games, some didn't show tearing and some did.

I recently upgraded to a ASUS 1440p 60 hz IPS screen (75 hz overclocked) and it performs beautifully. Running all my games at ultra settings and still getting 60fps.
