Yes, your motherboard has a 1x PCI Express x16 slot to insert the GTX 1660 TI .
Just make sure your PSU has one 8-pin PCIe power connector.

No all CHIEFTEC are bad.
That PSU model will be ok for a system that does not require powering a GPU.
That PSU can only deliver close to 400W constant power and the GTX 1660Ti requires a reliable 500W PSU.

Depends on your budget and country. How much do you intend to pay for a PSU? Where are you buying parts from?
