Question is a gtx 570 and athlon x4 760k supposed to bottleneck?

From what i have seen i shouldn't but, when gaming, my gpu usage is at 60%. Is it a software issue or what?

Yes in modern games. That is a weak obsolete cpu that is well below the minimum requirements for many modern games. The 570 can play any modern games at 60fps on 1080p with careful selection of game settings.

What games are you trying to run?

CPU and GPU are both likely largely more appropriate for games from 8-9 years ago....

CS GO is not very demanding on the gpu, the cpu is limiting long before the gpu.

I did misread your original post, I thought you meant RX570 and not GTX 570
