Solution
Well, just Googling an 1.73GHz i7, it leads me to believe that you either have the i7 Q 740, or a i7 Q 820. Which sadly aren't good for gaming.

According to cpubenchmark.net, your i7 seems to be equal to a modern Intel Celeron or Pentium processor. Which would indeed bottleneck the GTX 960, pulling down the graphics card's performance.

I currently have an equal CPU (i5-650), and I can play modern games fine at 720p on medium-high setting.

But yeah, if you want a CPU that will be good in gaming, you probably need at least a processor equal to a modern desktop i3 CPU.
