Is a radiator with no fans better than stock cooling?

Hi everyone,
I'm helping my dad put together a computer and he purchased all the components including an i7-4790K CPU and a Thermaltake Water 2.0 Pro closed loop liquid cooling solution. Unfortunately the case that he purchased has room to mount the radiator, but not enough room to mount the fans on either side of the radiator.

My question is which do you think would provide better cooling, the Thermaltake Water 2.0 with just the radiator and NO fans, or the stock heatsink that came with the CPU?

I would not attempt to run a water cooler with no fans...
If the fans dont fit, there is another option. Depending on the case you mount the radiator internally, and using the long screws for mounting the fans, place the fans outside the case and screw them through into the radiator.

This way the radiator is attached by the fans on top of the case, so you can clear up more room internally.
