Is a UEFI bios necessary for GPUs ?

I have an old motherboard running legacy bios without support for secure boot and it refuses to work with and R9 270X or a GT 730 (only fan spins in both but no output). I set my VGA output in the bios to PEG from auto and yet it did not work. I am sure it is not a PSU issue. I have read that most new cards need a motherboard with UEFI support. Is this true? If yes, why ?

EDIT: The motherboard in concern is a GSONIC g31/915/945 chipset mobo.

Not as far as I know. We see a lot of old builds here with graphics cards running OK.

Maybe you don't have BOTH PSU connections made to your motherboard - 24pin atx and 4 or 8 pin EPS.

I have connected both my connectors to the Mobo. Most of the old builds I have seen use older GPUs than the ones I have tested with my motherboard. (R9 270X and GT 730 )

Thank you for the link to the checklist. I have performed all these steps and i still dont get a post with my GPU installed.
Here is my build:

Intel Pentium E2180
GSONIC g31/915/945 compatible socket 775 mobo
2 gigs of samsung DDR2 ram
Samsung 850 evo SSD
450 watt PSU
*Trying to install either an R9 270 X or a GT 730*

I am guessing that the PCIe slot is not dead (I have only one PCIe slot on my mobo) because the GPU fan of the GT 730 spins when connected and since it doesn't require any external power, it must be getting power from the PCIe slot.

I have tried only the R9 270X and the GT 730 on my mobo and both don't give any output on my mobo (fan spins on both)

Lel, i meant monitor. Yes i did move it to them.
They are outputting to the monitor fine with a gigabyte b85m-d3h, but not with my mobo.

I am unable to get any display when the card is plugged in. So i cant boot into any OS.
