So, in my quest for maximum silent both my CPU and my GPU coolers can operate at 0 rpm, and with web browsing and movie watching they both stay at around 55ºC. My question is, keeping the chips at that temperature for up to 6hs every day is damaging? Anything above that and the fans engage, so they don´t go past 65ºC while gaming.

Chips > i7 4790K and 980Ti

I'm not going to explain the science behind IC degradation, but what you need to know is that degradation relative to heat is exponential, not linear. Running at 55C and top 65C when gaming, the CPU and GPU will not die from degradation within a reasonable use span. Heck, at that temperature they wouldn't die from degradation within an unreasonable use span.

Summary: You'll have upgraded before the components have a chance to die from degradation.
