Solution
This rig has no performance at all to speak of.

A Core 2 Duo E8200 from 2008 is a faster CPU overall, by a whopping 32% per core. And that really tells something.

Other components are also terribly outdated or underpowered, no questions there.

It is time to upgrade.
The question you've asked is possible to answer with relevance, why since the APU might not be a good platform for most, while it might be the best thing for others.

What do you want to do with the system? Are you working with a NUC/barebones system or a notebook/laptop?

it's a Mini ITX PC, mostly browse on web and use Word. It's so slow can't even minimize without slight lag, I don't know if my hardware is the problem or is it my software. Checked windows defender it says it doesn't have virus.

I have a pretty slow laptop, the one that I using it now. Opening browser is kinda slow and so does for Microsoft Office. But when I change the hard drive to SSD, it's getting faster than before.

I'm using Pentium T4500, 4GB RAM, 240 GB SSD
