Is AMD Phenom II X4 850 good for streaming or should I upgrade

Hello, so I'm currently getting into streaming but the problem is (i think) in my CPU. I have a Phenom II X4 850 CPU and Radeon HD 7770 Gpu with 6GB RAM. I am not getting over 20FPS (on stream).I am trying to stream 720p@30FPS but with no luck. I wanted to ask if the problem is in my CPU, GPU or both. Also I have a really good internet speed so that isn't the problem. I plan on streaming LOL and CSGO. Thanks in advance. I'm looking to upgrade the CPU, but my budget is only 100-110$.
 


Thank you for answering. I'm streaming to Twitch with XSplit Gamecaster (Also tried OBS) and getting the same results.
Without streaming I get around 120FPS on League Of Legends and 70+FPS on Counter Strike Global Offensive. Also my motherboard is ECS A780LM-M (It's pretty old from 2011 just like the CPU).

Also, I can stream at 720p30fps but when the action gets faster it slows down or just stops. (That happens alot)
 


I stopped using xSplit and replaced it with OBS. I get better fps, but still not streamable. I get 10MBps and I tried putting Bitrate to 3500, 2000 and 1500 but none seem to be working.
 


Thanks for the answer. I might get a motherboard just for the FX6300 it iw till greatly impact the performance of the stream and other games.
