Is AMD RADEON 5450 1 gb compatible with PCI v1.0?

I am trying to buy an used low end graphics card for my very old pc with a very tight budget so that it can work better than my SiS card which is crap. just anted to ask whether it will be compatible or not...many others are claiming that this card doesnt support lower PCI versions. Please help
