Is an HD 7950 3GB overkill for 720p?

no need to worry. just buy it then upgrade your monitor later. anyway why upgrade? not enough performance with 650Ti?

Depends on the game and graphic settings you play at... some games can't make 60fps @720p with the settings maxed out. Regardless it's a great card and you can find them cheap on ebay. I have one.
