Is an i5 4460 still valid in late 2018 or should I get a Ryzen 1600 or i5 8400?

I am looking at a new CPU since I had to sell my i5 4460 but still have the ram and motherboard. The motherboard is new but the ram is used so I could probably get maybe 20 quid for the lot or something. However I was wondering if it would save money to get an i5 4460 or maybe an i7 4790k which would fit the same socket. An i7 4770 (non OC) is also an option. I don't really want to spend a lot of money. I have been watching a lot of tech reviews online and the quad core i5 is really starting to struggle. The games I will be playing are Kingdom Come Deliverance, Assassin's Creed: Odyssey and Battlefield 5, possibly COD Blackout. They seem to want high quality CPU's. I want to get a new CPU too though I don't mind buying used to save a few quid. If I get a new CPU should I get a 1600x or i5 8400? That would be the max CPU I could afford since I'd need ram and a motherboard too.

My current specs:
No CPU yet
Micro ATX LGA 1150 motherboard
12gb DDR3 ram
GTX 1060 3gb Zotac
525gb Crucial SSD
Fractal Design Focus G Mini
Silverstone ATX 450 watt power supply
1080p 23 inch Asus Monitor

The only problem is that any Ryzen 3, 5, 7 will only work on DDR4 Ram.
Same thing goes for any Motherboard that will support a 6th Intel CPU or above (I think it's 6th Gen).

So if you can't afford anything else, you can get the i5 4460 (although I think there is a 5th Gen motherboard out there that can still support ddr3).
