Is an i5 4690k Overkill if doing low overclocking?

I am going to be building a gaming computer for my older brother and I was wondering if an i5-4690k would be overkill if we would only be doing a little overclocking?
If so, what would be more suitable? It's OK if the CPU is locked.

There's no need to overclock it, but if you can afford it then why not? What is your target budget? That is a decent build except for the hard drive and psu. Get a better psu like a Seasonic, XFX, or Antec. There's no reason not to get a 7200rpm hard drive either. If this is just for gaming, 8GB of 1600mhz RAM is all you need.

I'd go anyways with the K version, in a few years you'll feel the need of extra CPU power, and with the K version you'll be able to do a high OC giving you perhaps one or more years of usage before the need of upgrading the entire pc.

What do you guys think? Removed 8GB RAM and got a better PSU and HDD.
